  • CIL Payments | Southwater Parish

    Community Infrastructure Levy (CIL) What is CIL? The Community Infrastructure Levy (CIL) is a tool to help deliver infrastructure to support the development of the area. ​ The levy is charged on new development that creates either 100sqm of new gross internal area floorspace or (a) new dwelling(s) of any size. ​ Development of this nature will usually require planning permission from the local planning authority, the Planning Inspectorate or the Secretary of State on appeal, however the levy also applies to developments granted consent through local planning orders or Neighbourhood Development Orders. The levy may also be payable on permitted development. ​ The Parish Council receives any CIL from Horsham District Council on a backdated 6 month period. The monies are allowed to accrue and to be spent on community projects within the Parish of Southwater that would not normally be covered by the precept. Importantly, the levy can be used to increase the capacity of existing infrastructure or to repair failing existing infrastructure if that is necessary to support development. ​ Put simply, Horsham District Council (HDC) collects CIL from developers of new properties and owners of existing properties which are extended or modified, increasing the dwelling in size. HDC and West Sussex County Council (WSCC) retain the bulk of these funds, but 15% (Capped at £100 per dwelling) is passed directly to the Parish/Town Council where the development takes place. If the Parish has a "made" Neighbourhood Plan, the amount rises to 25% (uncapped). In summary, Parish Councils are responsible for spending the CIL it receives (the neighbourhood portion) in line with the CIL regulations, to support the development of the Parish, or any part of that area by funding:- ​ a) the provision, improvement, replacement, operation or maintenance of infrastructure; or b) anything else that is concerned with addressing the demands that development places on an area. ​ For more information on CIL please visit the Horsham District Website here . ​ UPDATE (23rd June 2021): The Southwater Neighbourhood Plan (SNP) has now been made and adopted by Horsham District Council. Only once a plan is ‘made’ does the increased percentage of CIL apply combined with the removal of the CIL cap .     Powers and Duties What Can Local Councils Do? ​ The powers which have been vested in Parish, Town and Community Councils being Acts of Parliament are summarised in this publication as a guide to Councillors and others. Each description is brief and is intended to be a general indication. Like all powers given to public bodies, the powers of local councils are defined in detail in legislation and these details may include a requirement to obtain the consent of another body (for example the approval of the County Council for the provision of a car park). Local Councils must exercise their powers subject to the provisions of the general law (for example planning permission is necessary for a sports pavilion). Information on all these details should be in the hands of the Clerks of the Council. ​ The powers are listed below:

  • Local Policing | Southwater Parish

    Acerca de About Your Neighbourhood Policing Team Explained Neighbourhood Policing is all about putting local communities – their needs, their issues and their priorities – at the heart of local policing. With this aim in mind dedicated Neighbourhood Policing Teams have been introduced throughout Sussex. ​ Each Neighbourhood Policing Team covers a locally agreed geographic area. Team members are visible, accessible, locally known and knowledgeable about their areas. As well as dealing with crime and disorder they also work with partners to resolve the problems and issues that matter most too local people. ​ In overall charge of neighbourhood policing teams are NPT Inspectors. NPT Inspectors co-ordinate all aspects of neighbourhood policing and make sure that the Sussex Police model of neighbourhood policing is strictly adhered to by the teams under their supervision. ​ The size and make-up of each individual Neighbourhood Policing Team varies according to the nature of the area its covering and the particular needs of the local community. However every single Neighbourhood Policing Team has at least one of each of the following: ​ Neighbourhood Policing Sergeant ​ Each Neighbourhood Policing Team has a Neighbourhood Policing Sergeant who is responsible for co-ordinating the efforts of the Neighbourhood Policing Constables and Police Community Support Officers that make up the team. Neighbourhood Policing Sergeants are primarily office-based but members of the public are welcome to contact them by email if they’d like to put forward any comments or suggestions regarding their local Neighbourhood Policing Team. ​ Police Community Support Officers ​ Police Community Support Officers (PCSOs) assist Neighbourhood Policing Constables by providing a visible, accessible, familiar and reassuring presence within the local community. ​ PCSOs spend the majority of their time patrolling their local area, providing help to the public and dealing with incidents of nuisance and anti-social behaviour by engaging with communities. By dealing with minor incidents PCSOs help NPCs to make more effective use of their time – acting as trained ‘eyes and ears’ to enable regular officers to focus on dealing with issues that require their additional range of powers and training. PCSOs can also be given a number of limited powers which allow them to deal with low level crime and other quality of life issues.

  • Lardner Kitchen | Southwater Parish

    Lardner Kitchen Introduction Section 106 funding was identified by the Executive Officer which specifically related to refurbishing the Lardner Hall kitchen at The Ghyll. This was applied for and successfully granted by Horsham District Council to the total sum of £5,062.56 towards the project. ​ There was wide plethora of works required as part of the refurbishment which included fixing damage to the ceiling caused by severe leaking in the Autumn of 2019 due to the flat roof having perished in numerous places. The previous doorway was only 2ft8 wide and required widening for better access and to accommodate wheelchair users. More energy efficient LED lighting was installed, electrical points relocated, new kitchen units, extractor fan and lockable cupboards for particular regular hirers like Southwater Bowls Club (short mat indoor bowls).     Planning Planning Commitee Minutes & Agendas Southwater Parish Design Statement 2011 Horsham District Council is the planning authority for the area. Southwater Parish Council is a statutory consultee in relation to all planning applications, whether this be a small extension or a major development within the parish boundaries. Planning regulations have changed, allowing a greater amount of permitted development (development where planning permission is not required providing appropriate criteria are met). For further information as to whether such permission is required see Horsham Planning Portal . When a Parish Councillor is issued with a planning application, they may make contact with the applicant and neighbouring properties to gauge their opinions and to look at the plans on site. There is no legal requirement for them to do so, nor is there a legal requirement for the applicant to allow the Councillor on site, although this can be helpful when assessing and discussing the application. Should the Parish Councillor visit the site, then they will produce identification stating that they are indeed a Parish Councillor, this can be verified by contact the parish office on 01403 733202. ​ The parish’s Planning Committee deals with planning matters. The committee follows a formal protocol in considering applications and is expected to focus its comments on ‘material considerations’ as defined by relevant policy frameworks (national, district and the Parish’s own draft Neighbourhood Plan and Design Statement). ​ If an applicant or resident wishes to speak for or against an application, they may do so at the Parish Council's Planning Committee meeting. This will require prior notification and registration with the Parish office. To gain access call 999 and ask for the ambulance service where they will advise you of the access code to open the cabinet. These devices are all semi-automatic and simple to use.     The Annual Parish Meeting This is not a Council meeting, but it is invariably the Council that arranges it (simply because it is unlikely that anyone else will do so). It's decisions are not binding on the Council, though a Council will normally want to take heed of what is said at the meeting. The Annual Parish Meeting is a legacy from the Middle Ages, when Local Councils did not exist, and all local decision making was carried out by meetings of the whole community, taking place in the church vestry. The Annual Parish Meeting is open to all electors of the Town or Parish, who have the right not only to attend but also to speak on any matter of local interest. This is in contrast to a Council meeting, where electors who are not Councillors have no automatic right to speak (though many councils do, of course, have a set time before or after the Council meeting when electors can raise matters of concern to them relating to items on the Agenda of a specific meeting).     The Ghyll Introduction Section 106 funding was applied for by Southwater Ghyll CIO. This project was for the improvement of the windows and doors on the south and western side of the Ghyll. Risk management is the process by which risks are identified, evaluated and controlled.
